This the lawmakers have provided for, and in so doing have attempted to give legal basis to this fundamental principle of good administration. Had they been more cautious to insure that the provisions for nominating principals and teachers would not be misconstrued, they would have provided that appointments should be made by the county superintendent, and that they stand confirmed unless disapproved by the board. The provision giving the county superintendent authority to nominate all teachers was evidently intended to guarantee the use of his professional judgment. The widsom of this provision by the legislature can scarcely be overestimated. Ths leadership of the county superintendent is made more effective by giving him the power to assign teachers and principals to their positions, transfer them, recommend them for promotion, suspend them for cause, and recommend them for dismissal. Thus he is given complete control over the teaching force and is placed in a position to be the leader of it. He is free to place each teacher where, in his judgment, she is capable of rendering her best services. The provisions thus far noted place the responsibility for teaching success squarely and justly upon the shoulders of the county superintendent. He is the one whose professional services the county purchases and whose services the legislature has specified shall be utilized. il the county board employs an architect, it must do so on the written recommendation of the county superintendent of schools. The county superintendent recommends school buildings for condemnation, recommends repairs, sites for new buildings, and causes plans and specifications to be prepared.
